Paula Noonan, CEO, Polk County Medical Society (PCMS), PCMS Foundation and Volunteer Physician Network

Ms. Noonan brings more than 30 years of distinguished experience in entrepreneurial and diagnostic healthcare, business development, operations management, and executive leadership to her work with the Polk County Medical Society and the Volunteer Physician Network. Her career reflects the highest standards of professionalism and a sustained commitment to advancing medicine, strengthening healthcare systems, and advocating on behalf of physicians and the communities they serve at both the state and federal levels.

Ms. Noonan holds a Bachelor of Business Administration and Management from AIB College of Business and has successfully owned and operated an innovative mobile medical health screening service serving a seven-state Midwest region. This enterprise provided critical diagnostic services while demonstrating her unique ability to integrate clinical insight with strong business acumen. Her expertise was instrumental in the development and implementation of The Iowa Health System’s HeartReach® program, which was modeled on her original business framework and expanded access to life-saving cardiovascular screening.

In addition to her operational and leadership accomplishments, Ms. Noonan is a published co-author in peer-reviewed medical journals in the field of neuromuscular medicine, further underscoring her depth of knowledge and engagement with advancing clinical science.

Highly visible and respected in association management and healthcare advocacy, Ms. Noonan maintains active membership in numerous professional organizations, including the American Association of Medical Society Management, the American Society of Association Executives, the Greater Des Moines Partnership and Downtown Chamber Advocacy Groups, the Des Moines Rotary Club, the National Professional Women’s Organization of America, the Iowa Society of Association Executives, the Iowa Public Health Association, and the American Public Health Association. She is also an affiliate member of the American Medical Association and the Iowa Medical Society.

Ms. Noonan’s career is defined by principled leadership, collaborative advocacy, and dedicated service to charitable organizations and boards, reflecting a lifelong commitment to improving healthcare delivery, public health policy, and community well-being.

Juliet Bascom, Program Administrator, Volunteer Physician Network (VPN)/PCMS

Ms. Bascom has served with distinction as a member of the Polk County Medical Society (PCMS) and Volunteer Physician Network (VPN) team for more than a decade, bringing continuity, expertise, and leadership to one of the region’s most vital access-to-care initiatives. As Lead Program Coordinator for the Volunteer Physician Network, she plays a central role in the successful delivery of free specialty care to eligible patients across the community.

In her leadership role, Ms. Bascom oversees the high-level coordination of the Volunteer Physician Network, including the management of complex referral processes, program operations, and the development and implementation of program protocols and procedures. She leads training efforts to ensure consistent, compliant, and efficient coordination of referrals, enabling volunteer physician specialists to provide high-quality care to patients in need.

Ms. Bascom serves as a key liaison among referring community health centers, safety-net providers, Free Clinics of Iowa, and the network’s hospital and surgical center partners, fostering strong collaborative relationships that make the program’s mission possible. Her work ensures seamless communication and operational excellence across multiple organizations that generously donate their time, expertise, and resources.

Ms. Bascom attended Drake University and brings a strong professional background in leadership and business management, medical office practice management, marketing, and sales. Her breadth of experience, combined with her long-standing commitment to service, has contributed significantly to the growth, effectiveness, and sustainability of the Volunteer Physician Network.

John Williams, Administrative Coordinator and Membership Manager, PCMS/Volunteer Physician Network

Mr. Williams provides comprehensive clerical and administrative support to the Chief Executive Officer of the Polk County Medical Society (PCMS) and its membership, playing an integral role in the organization’s daily operations and member services. He is responsible for the day-to-day administrative oversight of membership coordination, ensuring accuracy, efficiency, and responsiveness in support of PCMS physicians and partners.

In addition to his administrative responsibilities, Mr. Williams assists with the coordination of access to care through the Volunteer Physician Network (VPN), supporting the referral process and facilitating connections between eligible participants and volunteer physician specialists. He also helps coordinate communication and operational support for the hospitals, surgical centers, and physician partners who generously donate their time and services to the program.

Mr. Williams holds a Bachelor of Science in Business Administration from AIB College of Business. He is recognized for his strong attention to detail, ability to prioritize competing responsibilities, and consistent success in meeting deadlines. A critical thinker and effective problem solver, he approaches his work with professionalism, dependability, and a strong work ethic.

Mr. Williams brings advanced technical proficiency to his role, with extensive knowledge of Microsoft Word, Access, Excel, Outlook, Adobe Photoshop, Publisher, video editing software, and internet-based platforms. He also contributes to PCMS publications and social media initiatives, supporting communication, outreach, and engagement efforts across the organization.

Alli Yohe, Administrative Coordinator, PCMS/Volunteer Physician Network

Allison (Alli) Yohe provides essential clerical and administrative support to the Chief Executive Officer and members of the Polk County Medical Society (PCMS), contributing to the efficient day-to-day operations of the organization. She is responsible for coordinating a wide range of administrative functions, including membership services, event management support, and overall clerical operations, ensuring accuracy, organization, and responsiveness.

In addition to her administrative responsibilities, Alli assists with coordination of access to care through the Volunteer Physician Network (VPN), supporting the referral process and facilitating connections between eligible participants and volunteer physician specialists. She also plays an important role in coordinating communication and operational support for the hospitals, surgical centers, and physician partners who generously donate their time and services to the program.

Recognized as an invaluable member of a collaborative and multifaceted team, Alli brings a strong commitment to teamwork, adaptability, and service excellence. Her contributions help support PCMS’s mission to advance medicine, strengthen physician engagement, and expand access to care for the community.
