Ms. Noonan brings over 20 years’ experience in entrepreneurial and diagnostic healthcare, business development, operations management and leadership to the Polk County Medical Society and Volunteer Physician Network. Ms. Noonan has a Bachelor’s of Business Administration and Management from AIB College of Business. Ms. Noonan owned and operated a innovative mobile medical health screening service within the 7 state mid-west region and brings a unique blend of experience in diagnostic medicine and business acumen. Ms. Noonan was key in development and implementation of The Iowa Health Systems HeartReach® program, based on her business model. She is also a published co-author in medical journals of neuromuscular medicine.
Highly visible in the area of association management, Ms. Noonan is a member of the American Association of Medical Society Management, the American Society of Association Executives, the Greater Des Moines Partnership and Downtown Chamber Advocacy groups, the Des Moines Rotary Club, National Professional Women’s Organization of America, the Iowa Society of Association Executives, Iowa Public Health Association and the American Public Health Association. In addition, she is an affiliate member of the American Medical Association and the Iowa Medical Society.

The Administrative Director providing administrative support for the Polk County Medical Society and assists with the Volunteer Physician Network. They have experience in various roles in industries providing leadership, management of strategic initiatives, marketing and communications, coordination and planning of events.
Juliet Bascom

Ms. Bascom has been with the PCMS and VPN team for over 10 years. She is the Lead Program Coordinator for the Volunteer Physician Network (VPN). Ms. Bascom manages high level coordination of the Volunteer Physician Network Program and training for coordination of referrals and program protocols/procedures for access to free specialty care by volunteer physician specialists’ services to eligible program participants. Ms. Bascom also provides support between the VPN Referring Community Health Centers, safety net clinics, Free Clinics of Iowa and our hospital and surgical center partners, that generously donate their time and services. Ms. Bascom attended Drake University and has experience in leadership and business management, medical office practice management, marketing and sales.
